The US previously stated that Eritrean troop withdrawal from Tigray was key to achieving a sustainable peace in northern Ethiopia. However, on January 27, a senior army leader of the Ethiopian National Defense Forces (ENDF) stated that there were no other security forces in the region. This was rebuffed by a Tigrayan official who said there were still thousands of Eritrean and Amhara forces in Tigray. The African Union Monitoring, Verification and Compliance Mechanism (AUMVCM) has only confirmed the disarmament process of Tigrayan combatants and Tigrayan forces’ handing over of heavy weapons to the ENDF. This is according to the Executive Declaration on the Modalities for the Implementation of the Pretoria agreement, which was signed in Nairobi.
