Sudan had previously supported Ethiopia’s construction of the Grand Ethiopian Renaissance Dam (GERD), but changed its position when the military government assumed control. After a meeting between Egypt’s alBurhan and Ethiopia’s Abiy last Thursday, the two leaders agreed to work together to settle the issue. Sudanese political players signed a Framework Agreement in December 2022 to begin the transition to civilian rule. The agreement, however, has a long way to go before it is fruitful, as it excludes all former insurgents and other potential threats to the transitional administration. The U.S and other outside powers should urge the parties to form a more unified front and bring in exrebels, tribal leaders and other opposition parties in order to reach a final agreement.

ሱዳን ከዚህ ቀደም የኢትዮጵያን የታላቁ የኢትዮጵያ ህዳሴ ግድብን ስትደግፍ የነበረ ቢሆንም ወታደራዊው መንግስት በተቆጣጠረ ጊዜ አቋሟን ቀይራለች። ባለፈው ሐሙስ የግብጹ አል ቡርሀን እና የኢትዮጵያው ጠቅላይ ሚኒስትር አብይን ካነጋገሩ በኋላ ሁለቱ መሪዎች ጉዳዩን ለመፍታት በጋራ ለመስራት ተስማምተዋል። የሱዳን የፖለቲካ ተጫዋቾች ወደ ሲቪል አገዛዝ የሚደረገውን ሽግግር ለመጀመር በታህሳስ 2022 የማእቀፍ ስምምነት ተፈራርመዋል። ይሁን እንጂ ስምምነቱ ቀደም ሲል ታጣቂዎችን እና ሌሎች የሽግግር አስተዳደሩን አደጋ ላይ ሊጥሉ የሚችሉ ችግሮችን የሚያካትት በመሆኑ ፍሬያማ ለማድረግ ብዙ ይቀረዋል። የአሜሪካ እና ሌሎች የውጭ ሃይሎች ፓርቲዎች አንድ ግንባር እንዲመሰርቱ እና ተቃዋሚዎችን፣ የጎሳ መሪዎችን እና ሌሎች ተቃዋሚ ፓርቲዎችን በማምጣት የመጨረሻ ስምምነት ላይ እንዲደርሱ ማሳሰብ አለባቸው።
