President Paul Kagame of Rwanda has said that a “red line was crossed” when the Democratic Republic of Congo (DRC) enabled antiRwanda forces to shell the country and kill innocent citizens. He noted that the DRC government had armed the Democratic Forces for the Liberation of Rwanda (FDLR) with modern weapons. FDLR evolved from the militias that killed nearly one million people in the 1994 Genocide against the Tutsi. Kagame stated that the FDLR shelled Rwandan territory with BM21s, which they could only get from the DRC government. He also noted that Rwanda has acted with restraint despite the red line being crossed.
